Nominating Committee’s Final Report

The nominating committee met via Google Meets every Sunday night from November 19, 2023 through January 14, 2024, except Christmas Eve and New Year’s Eve.  Between meetings, members of the committee worked faithfully and diligently finding women interested in running for positions on the national board at the Triennial Meeting in June 2024 to serve for the next triennium.

The proposed amendments to the By-Laws that will be presented at the Triennial Meeting in June, eliminating the positions of 2nd Vice President and one Social Justice member, made it difficult for the committee to find women willing to submit their names for these positions.  We do not have any names for those two positions.  Should the amendments fail, the new board is free to appoint people to those positions.  Dennis Clark, ECW Board Parliamentarian, provided valuable help to the committee regarding the proposed amendments to the board By-laws.  He also clarified for the committee that members of affiliated women’s organizations (for example UTO, CPC. Altar Guild etc.) who have been certified delegates to a past Triennial Meeting are eligible to run for office.

The committee recommends that succeeding nominating committees be provided with a list of delegates from the previous Triennial Meetings to facilitate their work in finding women eligible to serve.

*Please note that there are amendments which will be proposed to abolish the office of Second Vice President and one of the Member at Large positions. The vote on the amendments will precede the election of officers.

Should the amendment(s) be adopted, the election of the Second Vice President and/or one of the Member at Large positions will be moot.

Pending bylaw changes may affect the Triennial voting process

The Bylaws Committee has proposed amendments to the bylaws which, if adopted, would change the term of office for service on the NECW Board. The current bylaws limit officers to two consecutive terms in any one office. The committee proposes for the office of treasurer the term restriction be changed from two to three terms.

The rationale is that many societies find it difficult to find qualified individuals willing to serve in this important office and thus allow extended service for it.

The other amendment affecting the Board’s terms being proposed is to change the total length of service on the National Board from the current three terms to five terms. This includes service as an elected officer, member-at-large, or Province Representative.

The rationale for this amendment is to provide for continuity on the board as well as institutional memory necessary for improved service to the members and in meeting the objectives of the society.  Many societies have paid staff which provide these functions. The NECW has none.

It is then very important that those NECW members whose previous service on the National Board had been made ineligible for further service due to current term limitations that an opportunity may exist for nomination and election to the Board for further service.

It is also important to note that if there is such interest, members must be nominated according to the terms of the bylaws which includes submission of candidate’s names to the Nominating Committee prior to the deadline which it will determine per the bylaws. Nominations from the floor at Triennial are not permitted by the bylaws.

Term limits which each Province may set for its representatives are not affected by these proposed amendments except for total Board service.
